COVID-19 is an unprecedented event in our nation's history. The impact it is having on people with disabilities is devastating. We need you to ask Congress to include $50 million to support activities authorized in the Developmental Disabilities Assistance and Bill of Rights Act of 2000 (DD Act) in this next COVID-19 relief package. The Protection and Advocacy (P&As) agencies, State Councils on Developmental Disabilities (Councils), and the University Centers for Excellence in Developmental Disabilities (UCEDDs) are all federally-funded programs under the DD Act. This additional $50 million will ensure that these three programs have clear and dedicated funding streams as they continue to work to mitigate the health and economic effects of the COVID-19 pandemic on individuals with developmental disabilities.

Dear Senator, I write to ask you to support including $50 million in emergency funding in the next COVID-19 response bill that will pass Congress to support the Protection and Advocacy (P&A), State Council on Developmental Disabilities (Council), and the University Centers for Excellence in Developmental Disabilities (UCEDDs) in our state. The P&A, Council, and UCEDDs are charged with working to identify and solve the issues facing individuals with developmental disabilities in their communities. They provide training and technical assistance to policymakers as they work to remove barriers that prevent individuals with developmental disabilities from having their voices heard. In the 116th Congress, the House included $50 million in the updated version of The HEROES Act for programs funded under the Developmental Disabilities Assistance and Bill of Rights Act of 2000 (DD Act) and we request that you build off this proposal in the next COVID-19 response bill. As the pandemic continues across the country, federal support for the P&As, Councils, and UCEDDs is all the more crucial in order to better protect individuals with disabilities. The financial strain on the nationwide network grows as considerable time and resources are spent addressing medical rationing and vaccine allocation and distribution issues in the states. Without dedicated federal support, the P&As, Councils, and UCEDDs will struggle to continue to serve and advocate for and with people with developmental disabilities and ensure their voices are heard. It is imperative that Congress understand this need and support the crucial work of the P&As, Councils, and UCEDDs by including $50 million to support activities authorized in the DD Act in the next COVID-19 response bill.
